Assessor trying to ensure Cook County property values adjusted to reflect ‘coronavirus effect’

All property owners will get a notification from the Cook County assessor’s office. Assessor Fritz Kaegi said his staff will “have to bend over backwards to keep on schedule” but he’s optimistic they’ll be able to get things done on time.

Knowing many residents are facing economic uncertainty from the coronavirus pandemic, Cook County Assessor Fritz Kaegi said Friday that all homes, businesses and other real estate parcels could see their property values adjusted due to COVID-19’s effect on the market.

The first-term assessor said analysts in his office are looking for data from natural disasters and other economic crises to understand what could happen to property values in Cook County, but even with those comparisons the challenge coronavirus presents is unmatched.

“This is different because, for all of us to be safe and to get ahead of [coronavirus], we’ve had to shut down so many different sectors of the economy and economic activity,” Kaegi said.

“We’re trying to be mindful of all of that and try to reflect as best we can with the data that we have how the crisis is affecting different people’s lives,” Kaegi said. “We know that we won’t be perfect in that — the future is a little bit unknown, and how this crisis unfolds is uncertain, but we’re going to be doing the best we can. We figure it’s better to do that, rather than proceed as if nothing had happened.”

All property owners will get a notification from the assessor’s office. Owners of west and south suburban properties already scheduled to be reassessed this year will receive a reassessment notice, while property owners in the northern suburbs and Chicago will receive a notice letting them know that the coronavirus may have affected their property values and what their new, adjusted value could be.

Property owners in Chicago and the northern suburbs can submit appeals of their latest assessments, which will be processed by analysts. Eventually, all property owners will receive a mailing with their property’s adjusted value.

Their current assessed values could be adjusted to either the appealed value or the “coronavirus effect” value, a spokesman said.

The appeals period will be shortened from the typical 40 days to 35 days in order to make sure the assessor’s office will be able to hand off their assessments to the county’s Board of Review on time.

The normal period for a re-review is being eliminated, but the office is encouraging people to submit requests online to meet with the assessor’s staff members to have their questions and concerns answered.

Kaegi said his staff will “have to bend over backwards to keep on schedule” but he’s optimistic they’ll be able to get things done on time. The team has been working hard the last few weeks to adjust to the circumstances and try to make sure they’re doing the best for homeowners and businesses.

When asked if he’d support potentially pushing back the due date for property tax bills, Kaegi said the focus should be on the federal government supporting state and local governments instead of potentially taking funding from the county’s hospitals, which are the “front line of defense.”

“The financial ability of our front line of defense depends on the property tax system but … the federal government can also backstop it,” Kaegi said. “So how do we pay for that frontline defense? That’s why focusing on the federal government and the support that it’s providing is paramount in all of this. It has unique fiscal ability, unique liquidity, to provide support to the front line of defense against [coronavirus], and they should be doing that. But if they’re not, if our federal government is failing on that, how do we support the front line of defense? The property tax system has to be there.”

We will be opening July 1st for 2019 Board of Review Appeals!

Berwyn Township will be open for appeals Monday, July 1st through July 30th 2019.

The process to appeal your property value will open July 1st; you will have until July 30th to file. We will be helping with appeals until July 29th.

You can appeal through our office until Monday, July 29th, my office will be CLOSED on July 4th for Independence Day. Our office hours during appeals are as follows:

  • Mondays – 9:00 a.m. to 5:00 p.m.
  • Tuesdays – 9:00 a.m. to 8:00 p.m.
  • Wednesday – 9:00 a.m. to 5:00 p.m.
  • Thursday– 9:00 a.m. to 5:00 p.m.
  • Friday – 9:00 a.m. to 2:00 p.m.

My office will work on appeals for lack of uniformity and overvaluation. I will be having two workshops on July 17th and July 29th. Please sign up at WWW.BERWYNASSESSOR.ORG to receive emails about more information on any workshops I will be having this month and for any other future workshops and appeals.

While you are in our office appealing, we will make sure you are receiving all the exemptions you are entitled to. We will also check if you are entitled to any refunds for prior years.

Please contact my office for an appointment to appeal your property assessment. Walk-ins are welcome, but keep in mind that appointments will be served first.

We are still doing our “Socks for our Servicemen” initiative. New socks donated will be taken to the annual Winter Standown held on the northside of Chicago.  I volunteered in my first Standown a few years ago and it left a great impression, especially as a son of a Vietnam Veteran.  Since, the first Standown in 1993, this 3-day event has provided medical services, housing opportunities, employment assistance, food, clothing, and a chance to rest and relax for our veterans.  This event is geared toward the hundreds of homeless veterans and veterans that need a helping hand.  So, when you stop by, please drop off a brand new pair of socks if you can, thank you in advance.

WE ARE OPEN FOR APPEALS UNTIL MARCH 26, 2019

We will be opening Tuesday February 26th to appeal your property tax assessments for 2019. David J. Avila Assessor’s office will be helping with appeals until March 26th; however you can still file online with the Cook County Assessor’s office until March 27, 2019. We will also be having two Property tax assessment appeal workshops on Wednesday March 20 at 5:30 p. m – 7:00 p. m at the Berwyn Police Station Community Room at 6401 31st street. Also, Thursday March 21 at 5:30 p. m – 7:00 p. m; location T.B.D.

The Berwyn Township Assessor's hours will be our regular hours as follows:

Monday – 9:00 a.m. to 5:00 p.m.

Tuesday – 9:00 a.m. to 8:00 p.m.

Wednesday – 9:00 a.m. to 5:00 p.m.

Thursday– 9:00 a.m. to 5:00 p.m.

If you believe the Cook County Assessor’s Office has the wrong square footage in their database, our office can contest the square footage for you; we will need your plat of survey.

Berwyn Assessor Office will be Closed due to weather.

Due to the expected severe weather the Berwyn Assessor office will be closing early on Tuesday, January 29 at 5:00 pm and Closed all day Wednesday, January 30. Normal business hours will resume Thursday, January 31 at 9:00 am. Be Safe and Stay Warm.

Board of Review Decision Letters

Hi Everyone,

As you can see (from the picture), like many of you, I was denied a reduction on the assessment of my home.  After further review, I feel like I am being assessed fairly, and will take no further action.  HOWEVER, if you feel you are still not being assessed fairly, there are still options for you.  You can use the comparables you have and appeal to the Cook County Board of Review PTAB Board, and you may hire a lawyer for this process.  Also, if your mortgage company or bank asked you to pay more into your escrow, like mine did, you may ask them to spread that payment out over 2-3 years.   i have talked to many banks in the area and they said they are willing to spread out the one time payment that is being asked. I also wanted to let you know that I met with Cook County Assessor Elect Fritz Kaegi this past Saturday morning.  We had a good long talk and I see many progressive ideas coming.  I see positive changes and improvements to issues that have plagued the Assessor's Office for decades.

I was also encouraged that he is going to advocate for a reform on the way our schools are funded.  He agreed with me that we need to change how we found our schools.  As I have spoken about many times and at a recent school board meeting, we need our General Assembly to stop putting the burden of funding our schools on homeowners and do what most states do to fund their schools.  Michigan for example, went from 60% funded by homeowners to 20%.  We also talked about incentives for landlords to rent out their vacant storefronts to bring more property taxes into the community and lessen the burden on homeowners. I look forward to working with Fritz Kaegi in the future and I remain hopeful for the future of Berwyn Township and Cook County.
